Another home run! Your two key insights -- that one size fits all rarely works and that groups with high trust can (and probably should be allowed to) operate differently and achieve positive results -- should be shouted from the roof tops. Decades ago, the expression ‘trying to make a federal case of it’ was mostly pejorative, but now federal ‘one size only’ regulations and thousands of armed agents are changing things for the worse.

Yeah, I can distinctly remember back when trusting your medical provider was important. Although the memory is fading. Now I mostly regard him as someone who can write a prescription, so I don't have to buy the drugs I want illegally online. Save some money.
